There is however the problem of under cover police operations or plain clothes police. However that is from the point of being able to move freely and inconspicuously among the population.
There is the added problem that Sikhs in the UK and in America are (I believe) allowed to wear turbans rather than police helmets or caps. We do come down to one religion being the problem here. Are there any Sikh police officers in Norway Maximus?

That's my view - however I think if you allow one thing then you must allow others. If you ban one then you ban all symbols. Do they have freemasonry in the Norwegian police too?
What about Norwegian Policemen wearing freemason rings with Christian symbols on? Are they allowed?

Wear the uniform required or don't apply for the job. End of story.
Police are suppose to be professional, not show offs, they have a job to do, what they do in their personal life is up to them.
If you religion conflicts with the requirements of your job, than find another field to work in. The police are certainly not making any effort to discriminate against anyone. The police uniform serves several practical purposes and wearing it is part of being a cop.
It's just a hijab, I don't see how that is going to affect her with the work her job entails.
And Maximus, don't be so over-dramatic about the uniform. People will still see the uniform and will still know that it's a police officer. They're not gonna be like "You know, she looks like a police officer should, but that thing on her head... Nah! There's no way she's a police officer".
Come on, the point of the uniform is that everyone shall look the same, and reflect equal authority. The whole thing about changing the uniform code is just ridiculous, be it Sikhs headware of hijabs, baseball caps, or beer can helmets.
The uniform itself is a symbol. No point in adding symbols and making it confusing..
I don't see how a hijab makes a uniform confusing. You can see an officer because of there uniform, correct? How will a hijab stop you from recognizing that person as a police officer? Or say a Sikh's turban?
I'd understand if it was something being worn that impeded on that person to there job, but that is not the case here.
How about a baseball caps?
Sure, if it's a necessary thing in someone's life.
In fact, police officers in the US have been seen wearing baseball caps. The UK removed its helmets and put in baseball caps.

Many police in the US do indeed wear baseball type caps on duty. But the caps plainly say POLICE on the front.I'm not certain he means when they are on patrol.
How about no religious items on anyone whilst at work, have a compromise. Do a blanket ban.
I was going to joke about religious blankets but I think the best thing is a ban for everyone. Either everyone is allowed what they want or nobody is. That's the only fair thing to do.
