The ACA didn't write "you have to meet the requirements of the Medicaid program to receive federal matching funds for Medicaid" into federal law because federal law already said that. Until the SCOTUS added some asterisks.
The opinion cited specific examples that did just that. The ACA did not, and the administration tried to do it retroactively.
