The U.S., said the agency's first-ever senior cyber and information technology adviser, has to 'assume that at some point in time they may be successful.'

ISIS takes in many millions a day from oil sales and other illicit activities. Enough money to purchase the requisite equipment and hire the digital specialists necessary to strike across oceans.
