David Richardson replaced acting FEMA head Cameron Hamilton, who was fired for telling Congress the emergency response agency shouldn't be dissolved.

Richardson told FEMA staffers that all agency decisions would now go through him.
"I, and I alone in FEMA, speak for FEMA," he said.
Richardson warned FEMA staff not to oppose his changes. "I know all the tricks," he said.
WASHINGTON − David Richardson, the new head of the Federal Emergency Management Agency, told staff on Friday he will "run right over" anyone that resists changes and that all delegation of authority in the agency is immediately suspended.

Richardson spoke one day after he was appointed to replace acting FEMA chief Cameron Hamilton, who was ousted by Department of Homeland Security Secretary Kristi Noem after telling a congressional hearing he did not support eliminating the agency.

This guy's bio is extremely vague and the way he speaks to his subordinates at FEMA pretty much explains why.

The guy is a bootlicker. This is his first real position of power and he is going to do whatever his master orders him to do.

I would suggest that all request for FEMA information or comment be sent to this guy. After all he has said pretty much he alone speaks for FEMA.

I think this is awesome. They have canceled all training for the upcoming hurricane season. It seems to be too expensive. We will just muddle through. I love it.

I am waiting anxiously for Trump to declare that it isn’t his fault. It’s Biden.
 
Just keep track of what all of these people do. Regimes don't last forever. Once the regime ends, address the arsonists.

FEMA needs restructuring. Having dealt first hand I can say, there needs to be changes. Is this the right way to do it, I don’t know. But I can say I personally believe there does need to be changes made.
