Funding government programs requires the consent of the House, Senate and the President. Unless the president gets skipped in a veto override. The House has provided the means for funding the government as it see's fit and is required.
The Senate and the President are the one's that have created the injustice to the constitution by not meeting their obligations and responsibilities. They are the tyrants.

By the liberals standards, what they are doing is "blackmail". No getting around it. They get their way or nobody gets anything, according to what they have said and done.
Lets also not forget, when the Democrats were dumb enough to change the legislative process on Obamadon'tcare, they ended up passing it on a budget bill because they didn't have the votes the regular way. So if it was passed on a budget bill there is not a better place to change the funding of it than a budget bill. Right where the Democrats placed it to begin with.
That statement is a bit of a stretch, considering all the illegal waivers that Obama has handed out to his supporters and donors.

Nonsense. It is the job of the legislature to pass a budget for each fiscal year, and that requires deciding which programs to fund and by how much.
Yes, the waivers are illegal. The president has no authority to decide to enforce the law selectively. Obama is far more lawless than the previous contenders for that title (Clinton, Nixon, LBJ).

So? The Republicans are holding onto that one item, resulting in the shutdown.And the Dems still hold on to that one item, resulting in a partial shutdown of the government.
