Looking at the article, it looks like typical spying for the most part. When Russian agents in Norway get caught spying, they're deported. It seems there has been a lot of spying recently.
The article talks about "Svalbard". I guess that's a province? It probably has a border with Russia. Russians are sending military patrols there for some reason, not respecting Norwegian sovereignty over the place.

Reminds me of the one about American, Chinese and Russian intelligence operatives who show up at a popular beach to assess an amphibious landing. The CIA guys show up in suits with blue ties, shoes, shades, ear piece with cord. The Chinese show up in t-shirts and jeans talking into their cell phones and each carries off one grain of sand.
