What's happening is that the feds are pushing the responsibility for funding these types of social safety net programs back on the states. This will result in less transfer of wealth from tax surplus states such as California, New York etc., to tax deficit states such as Mississippi and Alabama. Taking $30 billion off last years number would still leave us significantly higher than 5 years ago.
