I'm not promoting it, nor do I think we should promote it. I'm just criticizing this idea that if marijuana were to be legal the entire United States would be high all the time.
do not ignore the 2009 statement.

well no **** sherlock. they surveyed coffee house visitors, they were going to the coffee shop to get weed. They are not a reflection of the entire population. I could do a survey of all the drinking establishments here in the US and find that 94% of people who visit a bar or a pub admitted to having a drink in the past month.

You posted that after I said that the Netherlands had a lower rate of cannabis use than the United States. But, like the person previously, this study was done among people who visit coffee shops. People who visit coffee shops in the Netherlands are obviously going to show a high rate of marijuana use.
This proves nothing.
Please learn to control yourself when debating. If it is too much for you to exchange thoughts with others then debating is not your thing. Also you did not bring out the full statement. let me help:

yes... a coffee shop that sells weed. doesn't matter where it's sold. that is not our argument. it's legal in the Netherlands and is sold anywhere. where would you like your study to be valid? how about the police stations in the netherlands.. that seems like a good place to get accurate results. a coffee house is best because it targets the majority of the substance users because that's the most common place where it is sold.

edit: I think i see a part of the problem.. reading another post you claimed "it is sold anywhere". No it is not sold anywhere, it is sold only in coffee shops
This has been my question for the past 4-5 replies. what is YOUR PLAN to CARRY OUT "minimizing and delaying usage". this has been what I am looking for from our earlier argument, If you can find a sensible answer then I will agree with you.
(ie. do you want to make people have to get a license to buy it? to get this license they would have to take a class on understanding marijuana? I just want to know your process of carrying out this plan)

legalization, controlling every step of the supply chain from manufacture to distribution, drastically reducing the size and scope of the black market, education (without propaganda), Trying to keep it out of the hands of minors as much as possible (substantially stiffen the penalty for distribution to minors is perfectly fine with me as well), offer treatment to those that need/want it. Educate on the potential harms (without the propaganda), deglamourize usage (personaly I have no problems with zero advertisement and bland generic packaging).
that is the essential meat of it, get rid of all the artificially manufactured problems associated with prohibition. and isolate and focus on the problems associated with the drugs themselves.
Yes, it was invalid and ridiculous . . . just like keeping pot illegal and claiming it is a gateway drug . . . unless of course alcohol is also included in the definition of "gateway drug". Alcohol is 10-times worse than pot . . . but of course, that is just my humble opinion. I'm an idiot.

I'm not saying legalizing Marijuana would be super terrible. Both choices have their pros and cons. I lean more towards it being illegal because i'd rather deal with the issues of keeping it illegal vs. legalizing it and observing our nation become less educated by the month because they are not motivated to get out and get things done. I'd rather invest more money (money we don't have, I know) into agencies like the DEA and taking down cartels. Yes, cartel will be ALWAYS be around, however, if you end them before they grow into a serious illegal organization then it becomes harder to build it back up again when there's a bigger guard on drug trafficking.
I would also increase the number of prisons in America which would also increase a small number of jobs for those who don't make stupid choices. It's like most elders tell me, "If you're stupid enough to make wrong choices then you can live with the consequences."
If your fired up for legalizing Marijuana then you do not have your priorities straight.
