Calif conveniently doesn't issue enhanced drivers licenses which would have solved this 'problem'. They only have themselves to blame.

I feel fine walking around with no ID. But I live in NJ where law enforcement tends to be reasonable.

So let's say I'm Latino and walking around without papers. Doesn't the concept of probable cause apply if the police want to stop me?

The way I see it I don't need to prove citizenship, they need to have a reasonable suspicion that I am not.
 
I've been well ahead of the curve by having gotten a passport card for myself and insisted family members do the same. I'd rather not carry a passport around, which is why I opted for both a passport for travel and a card for unexpected encounters with immigration officials.

What you're trying to avoid is getting detained by ICE, because those who have don't get a chance to notify anyone so it creates a whole mess for family members etc. I would not assume anything about my rights in this country anymore so I'd rather be prepared to avoid something like that altogether. I'm also avoiding rural areas devoid of brown people because that's where my kind stands out, so it's just not worth the risk.
