“Without more explanation, the court is left to conclude that the defendants are simply trying to run out the clock on the fiscal year, without putting the money Congress appropriated toward the purposes Congress intended,” Lamberth wrote. “The legal term for that is ‘waste.’” There was no immediate comment from the White House.

"Waste" to not spend money? If I were Trump I'd be ignoring these demands from partisan courts interfering with my actions as President too. I'm not surprised at Trump's contempt for such courts. After all, he was subjected to several acts of lawfare in partisan courts prior to re-election with the goal of preventing re-election. Now all the Democrats have is more lawfare, and I guess Trump is simply tired of it. I expect Trump to once again get Congress to affirm his actions if need be.
