"You know, I have felt that my own communications are probably monitored," Carter told NBC's Andrea Mitchell in an interview broadcast Sunday. "And when I want to communicate with a foreign leader privately, I type or write a letter myself, put it in the post office and mail it.

Not sure if Jimmy is losin' it or not, but, if you were ever in the military, or worked for Uncle Sam and had a security clearance, they (US Gov't) does retain your record for many, may of years. They probably check up on people every now and then, call me a conspiracy theorist.
Not really. I served 20 years active duty and another 26 as a Department of the Army Civilian and had an SBI done every 5 years and who knows how many none disclosure forms I have signed. I finally retired from all of this a little over a year ago. It only makes sense that the government would do a little checking now and then, I view this as no big thing. If the government didn't do that, they would be negligent.

When an ex-Presidenr feels he has to use snail mail for secure communications, the Intelligence Agencies have gone too far. As an ex-leader, numero uno, of our Nation, he should be respected as a trusted confidant and/or ally of the current occupiers of the Office. His privacy should be sacrosanct.
I don't feel the same way about criminal ex-Presidents i.e. Nixon (Watergate), Bush 1 (Iran/Contra), or Bush 2 (Torture). Even Clinton doesn't fare well because of Iran/Contra and the Mena, Arkansas connection.

No but they can intercept the any letter addressed to anyone they have an interest in and read it via either opening it and putting it in a new envelope or shining a bright light through it and deciphering the image.
If you wish to check if this is happening put some photographic film in your letter and make sure it goes in in a dark room and comes out in one.
