Israel kills 9 in Syria

I can't read your link at work, but this one suggests it was to hinder Hezbollah operations against Israel. Which makes sense, seeing that the Hezzies regularly attack Israel and Israel has repeatedly attacked Hezbollah positions already.

Wasnt it Israel who attacked Lebanon in 2006

Wasnt it Israel who attacked Lebanon in 2006

From wiki
Later, citing continued Israeli control of the Shebaa farms region and the internment of Lebanese prisoners in Israel, Hezbollah intensified its cross-border attacks, and used the tactic of seizing soldiers from Israel as leverage for a prisoner exchange in 2004.[75][76] All told, from summer 2000, after the Israeli withdrawal, until summer 2006, Hezbollah conducted approximately 200 attacks on Israel – most of them artillery fire, some raids and some via proxies inside Israel. In these attacks, including the attack that precipitated the Israeli response that developed into the war, 31 Israelis were killed and 104 were wounded.

and from the timeline
The conflict began on July 12 when 8 Israeli soldiers were killed and a further two were captured during a cross-border attack. At 9:05 AM local time 2006[citation needed] Hezbollah's military wing launched a barrage of rockets and mortars on the northern Israeli town of Shlomi, apparently as a diversion.[1]

An Israeli border patrol consisting of two armored IDF Humvees patrolling on the Israeli side of the border near the village of Zar'it was attacked with anti-tank rockets killing three soldiers, wounding three, and abducting two into Lebanon's territory. Hezbollah has named this operation "True Promise.".[2] The IDF confirmed that two Israeli soldiers were abducted from Israeli territory by Hezbollah

no, the USA does not dictate that

Sure they do... In the interest of the United States, it's the responsibility of the State Department. Outside of the United States, there are a host of other countries (30+) that deem them a terrorist organization as well.

Foreign Terrorist Organizations (FTOs) are foreign organizations that are designated by the Secretary of State in accordance with section 219 of the Immigration and Nationality Act (INA), as amended. FTO designations play a critical role in our fight against terrorism and are an effective means of curtailing support for terrorist activities and pressuring groups to get out of the terrorism business.

State Department, Bureau of Counterterrorism

And just to clarify .. Hezbollah is on the list.
