The reason the homeless congregate in cities is because cities throw more stuff away - food, clothing, there's more drugs and alcohol...The homeless tend to congregate in denser areas, aka cities, and cities tend to be blue simply because it's harder to hate people for being different when you're surrounded by different people (though some manage it).
