These aren't actual promises of investment. The EU doesn't invest. These are projections that the private market maybe will do, or maybe not. This is what Trump doesn't understand. Even if the private companies would invest they are not giving him money. He will be very angry no matter what happens because he thinks they will give him money, and no one is going to do that.
