Of course not, they don't have to. They are Federal agents, answerable to the Federal government. No State can limit or otherwise assert authority over them, per the Supremacy Clause. This does not protect from capitol crimes (murder, rape, etc.), or even criminal misdemeanors. But when it comes to what they can wear on duty, that is subject to the Federal guidelines, not interference by States.

Newsome knows this, he's just doing it for propaganda purposes.

Correct. The purpose of denying ICE agents masks is to first identify name, address, and any other contact information. Followed by publicly posting it (doxxing) seeking to encourage harassment by other "activists" who will then attempt to "terrorize" the Agents via any means necessary. It could even lead to "activated" lunatics (like the recent shooters with Charlie Kirk and the Dallas ICE facility).

IMO this is EXACTLY what many Democrats (or at least the various "leaders" at Federal, State, and Local levels) hope to incite by the constant demonizing of I.C.E. and their various agents.
