How should this poor person save money for retirement?

As much as it's a shame the person is in that situation, the govt still doesn't have the right to confiscate money for them. Now I would hope that good people, Christians and so forth would volunteer a helping hand because that's our doctrine. There are charities and I think people should help directly on their own. If the person acts irresponsibly and doesn't maintain a home or care for the children, then other things may come into play. But personal responsibility is separate from the finances because some would be irresponsible even with money.

There is really no such thing as a "right". Any definition that you place on it is pretty much random, just based on a personal opinion which is based on individual emotions and not logic.

In any form of government has the right to do whatever it has the power to do. In a democracy or a democratic republic, not only does it have the right, but that right is granted by the people. It really doesn't matter what one person thinks is a "right" - your outvoted. Sorry. It sucks. But life ain't fair...get over it.
 
I think OP has the wrong goal.

A person in that situation shouldn't even be thinking about retirement until they can keep the lights on.

Agreed. Of course, my question here is, why is this person only making $20k a year? How long has he been with his company that he hasn't gotten raises, promotions, etc. or hasn't gotten enough job skills that they can move to another job and make more? I've been with my current company just over a year and have gotten 3 promotions and tripled my salary in that time. I'm probably on the short list for another promotion in the next year which will double my current salary again. I just found out yesterday that I scored a $3000 bonus for the last quarter. I just don't understand people who sit in the same position for years on end without any upward mobility.

This guy might not be able to save for retirement right now, but he'd better get off his ass, work harder and make more money, then he'll be able to.
