None. It is not possible to manipulate the numbers. The Commissioner only sees the numbers on the Wednesday night before the Friday release and at most edits the text.

But putting the exaggerated number aspect aside it is a very pertinent question.
Anyhow exaggerated numbers are the norm recently. They are the new "alternative facts."
Now we can have the numbers and facts disseminated through a loyal sycophant, so all should be fantastically awesome now!
