Along with Chloe and Daphne, these are excessively feminine names I wouldn't give to any kid.

Phoebe, in Greek mythology, a Titan, daughter of Uranus (Sky) and Gaea (Earth). By the Titan Coeus she was the mother of Leto and grandmother of Apollo and Artemis. Her epithet was Gold-Crowned, but her name, like Apollo’s forename Phoebus, signified brightness. In Aeschylus’s Eumenides (458 BC) she is said to have given Apollo the rite of his oracle in Delphi. In later mythology she was identified with the moon, as were Artemis and her Roman counterpart Diana.

Meanings of names aren't as significant as how they sound. Onomatopoeia over Anthroponomastics, you dig?

Names which end in "ee" or "ie" are effectively infantalised names. "Robbie" or "Georgie" or ... "Daphne". They're fine for friends and family to use, but you don't want them on your birth certificate.

Don't take my advice too literally, or your daughter might have to live with "Phoebag" as a name.
 
How do you pronounce Phoebe?
Between 1994-2004, there was a popular American TV comedy called "Friends," which has a character named "Phoebe."

When you get time, please watch a few episodes, and you'll hear how her name is pronounced. (I am computer illiterate, so I cannot link. Please excuse me.)
 
There is a German TV moderator by the name of Phoebe Gaa.
