I'm not going to lie, this is kind of disgusting. I'm amazed at how badly our own members of congress know parliamentary procedure.
The guy from texas clearly knew his way around better than the chairman, who was a joke and had to have everything read to him.

If anyone can post a video of how a committee operated under a democratic majority, please do so. I want to see if their chairs were as incompetent.
