The ER abuse by these foreign criminals is a separate issue, and one I want them excluded from using. Don't bother with the sob story, they can go home and build a hospital for all I care.

The assertion you are making does not hold water in light of the white house announcement. If the bill as drafted did deny coverage, why would they cave and agree to insert SAVE ??

Paragraph 205(b)(3)(B)(i)(I) goes on to say that an "Exchange-eligible individual" is also an individual who "has applied for, and been determined eligible for affordability credits..."
Section 242(a)(1) - "Affordable Credit Eligibility Individual". It clearly states here that only those individuals who are "lawfully" in the U.S. will receive credits toward payment of their health insurance in the HIE.
Section 246 - "No Federal Payment for Undocumented Aliens" specifically states "Nothing in this subtitle shall allow Federal payments for affordability credits on behalf of individuals who are not lawfully present in the United States."
Even criminals get shelter, food, etc.

You can claim it all you want. With no enforcement mechanism, the claim is a lie.
If it wasn't a lie, why is the administration announcing they are putting the SAVE provisions in ? Answer that question, rather than fall back on the discreditted bill in question.
They are citizens. I might actually care about their well being, I might even want them healthy upon their release into American Society. What do I care about the health of a criminal invader whom I never want back here ?

Undocumented immigrants would not be able to buy private insurance on the exchange. Those who are lawfully present in this country would be able to participate.
Undocumented immigrants would be able to buy insurance in the non-exchange private market, just as they do today. That market will shrink as the exchange takes hold, but it will still exist and will be subject to reforms such as the bans on pre-existing conditions and caps.
Verification will be required when purchasing health insurance on the exchange. If the bill already had a mechanism, why announce they are inserting SAVE provisions ? If the bill did not have a mechanism, well I have explained to you already, that when crafting legislation, claims and enforcement must go hand in hand or one is being disingenuous if not outright decietful.
