Staging and actually invading are two separate things. Yes, staging comes first, but the order of invading can come at anytime after staging has completed, or not at all.
This is weaksauce.
The Russians mobilized around 200,000 troops for the invasion, most of their ground forces in addition to substantial air and missile elements as well. This is not a force you can throw together in a few months, especially because it required leaving behind substantial number of conscript troops who, for legal reasons, couldn't take part in the invasion.
The evidence points towards Russia's decision to invade being a reaction to the internal politics of Ukraine, and the substantial buildup a necessity to try to spin up the Russian army into what would be its largest operation in it's modern history.
Oh well.
