Most people who do that just read the summary and conclusions, don't read the whole document itself. And yeah, that's what the vice president means when he says, "You saw what we saw." Of course that's disingenuous because they didn't see the president's daily brief, and the president's daily brief was saying some things that were not in the National Intelligence Estimate.
