He's a Harry Clifton series bad guy. Cardboard character, no nuance. He walks in, does something bad, and everything that he does from then on is bad. That was my one criticism of that series. It's still worth the read, though, if you are into the Ken Follett sort of historical fiction vibe. One bad guy character actually does develop slightly right at the end, but still, if you read it, you'll see what I mean.
