Your claim was that the defense budget has never been more than it is today and that is over 700 billion. Obviously, you goofed that up on both counts.

You see Bush failed during Hurricane Katrina but it was Congress that failed under Hurricane Sandy. Have you figured how it works now? These and their subcommittees would draft a series of a dozen separate pieces of authorizing and appropriating legislation. Once passed on the floor, the respective House and Senate bills would go through a conference committee to iron out any differences, the final agreed bill would be re-passed by both houses, and it would then be sent to the President for signature or veto.
