They are investigated, as these cops will be. The rest is dependent on the investigation.
If you did I didnt see it. You quoted my question a few times but you did not answer. If a cop is about to be murdered and noone is there to see it what should he do? Just write an actual answer to that that doesnt involve what this cop did.
And what happens to the normal person. Let me ask you this, the police where originally there because there was reports that a man tried to kill someone with a cinder block. What happened to that guy?

The difference there is evidence of a crime being committed in one scenario and no evidence in the other. Do you really not understand the difference?

Like you are doing with questions I ask you, you are purposefully choosing not to answer them and instead are doing nothing more than quoting the text and then addressing things that arent being asked then pretending that by simply quoting text you answered the questions.
