You are right that they are afraid and justified in being so. But it does not justify allowing the rockets to be launched.

Not at all. The trigger pullers should be locked. But why are the rest being punished?

Because the situation is different than with domestic crime, where you can send in the police without usually causing much collateral damage. You are totally right that it would be better, if say the UN were to go in and arrest the perps. But the only people willing to guarantee Israelis security is their government. "The rest" knew this, when they allowed the criminals to shoot the rockets indiscriminately into Israeli towns. They did not stop them and now, what they knew would happen is happening.

I think you are giving those ignorant underdogs too much credit. I think they could not stop Hamas and feared that this may eventually happen. It is happening at their cost and to the Hamas' recruiting benefits.
