FEMA Employees Warn That Trump Is Gutting Disaster Response

And it sounded like an entirely innocent and well-meaning directive by this person, who was trying to keep his workers safe in another nutty, grievance-filled, hysterical MAGA environment.

He also advised to "practice de-escalation." That's not the kind of warning that federal employees normally have to be given while trying to help flood victims.
I agree but Trumpers are trying to use this as if it was a FEMA wide directive from higher up.
I do think the guy was trying to keep his people safe.

Employees at the Federal Emergency Management Agency wrote to Congress on Monday warning that the Trump administration had reversed much of the progress made in disaster response and recovery since Hurricane Katrina pummeled the Gulf Coast two decades ago.​
The letter to Congress, titled the “Katrina Declaration,” rebuked President Trump’s plan to drastically scale down FEMA and shift more responsibility for disaster response — and more costs — to the states. It came days before the 20th anniversary of Hurricane Katrina, one of the deadliest and costliest storms to ever strike the United States.​
“Our shared commitment to our country, our oaths of office, and our mission of helping people before, during, and after disasters compel us to warn Congress and the American people of the cascading effects of decisions made by the current administration,” the FEMA employees wrote in the letter.​

This seems like yet another Trump own-goal in the making. The far-right is happy to use the federal government to militarize our cities and snatch people off our streets, but it refuses to accept that it can play a vital role in helping citizens in need.

Turning it into a dumpster fire is the whole point. It's part of a larger plan.

Gut FEMA, they become incompetent, voters get upset, Trump suggests abolishing FEMA after saying "I told you! FEMA is worthless!", voters cheer the idea, FEMA abolished.
