Second link is the the Opinion of the Court in Nunez v NYC. Chief United States District Judge Laura Taylor Swain of the United States District Court for the Southern District of New York is presiding over this case.

NYC has already been found in contempt and it was inevitable that the court was going to get fed up and seize control of the jails. Riker's Island and the remaining jails will now be run by an official appointed by the court and who will answer only to the court.

Unfortunate when a court must do this, but Riker's Island is a literal hell hole and NYC has abundantly shown that it neither can nor is inclined to fix the problem, thus the Federal Courts must do so.

This has been in the works for years already. It's about time there was some resolution to the issue. Speaking strictly geologically, Riker's would be a good candidate for an affordable housing community project, IF the N and W Subway Lines could be extended just a few more stops. Ideally, at least one of them should run all the way to LaGuardia Airport, with one stop at Hazel & 19th Ave, the south end of the Riker's Island Bridge. It would address a lot of NYC housing and transportation problems at the same time.

Good comparison, given that the White House also holds felons and other unsavory folks awaiting trials and judgement....
 
The only difference between Rikers and the famous French penal island, Devils Island, is I don’t think that anyone’s died of malaria at Rikers (yet).

It will be very interesting to see if this current version of the federal government can do a better job with the NY jail system than it did with finding trillions in fraud and waste in the Federal budget.... ✌️
 
Major changes cost major money. The idea was to decommission Rikers, and for every borough to have its own jail. You can imagine the NIMBY issues. I hope this judge finds a way to house these prisoners humanely, but where's the money coming from and what's the plan?

Even if you built the new jails, the same people running Rikers now will be moved to them. Little if anything will be changed. New York’s created its own Catch 22.
