It could be both. Rarely do I hear the term redneck being used against anyone but white people. Redneck describes a certain type of white people.

Its clearly a culture just has "hick" would be. Also like someone said depending on where you are at in the country, yes, there are VERY MUCH redneck blacks. But of course it is much more commonly used to refer to white people, as they are the majority and the redneck culture is of course larger among them.

I am black and their was a time people called me a "black redneck" and I know a whole lot of em in Indiana. It's like the word "nigger" comes in all colors.
I agree how stupid it is for you to have that opinion. Maybe you should read my post again slower, all rednecks are not white depending on where you are at. In WV there are many black rednecks and thats what people call them. Sorry youre misinformed

Ultimately, they're excusing a racial slur, because it happens to apply to white people. You know and I know that if, "redneck", applied to any other race, it would suddenly become un-cool. It's the result of politically correct indoctrination.

"Redneck" is more often used as a term of pride than one of racial prejudice. It would far more likely for the term "cracker" or "honky" to be used in that case. It has nothing at all to do with anyone being PC.
Post some non-anecdotal examples of the term being applied in such a manner. I've been all over the world and have never, ever heard redneck applied to a person that wasn't white. When it was used, it was an obvious insult towards that person's race.

Correction. If the redneck culture didn't promote racism (admittedly it does less so than it has in the past, but there is still an element there) than looking down at that culture would become uncool.
I think its both. But pride can be used to promote the group or race over other groups or races to the point it becomes racist. For example, skinheads consider themselves a pride group as does La Raza.

You just said that in another post that aren't all racists. Now, you say that entire culture promotes racism. You say that if white southerners are the only folks that promote racism.
You are not typing in complete sentances and if I do not respond to your statement, I apologize, but I am trying to interpret your post as best I can.
A person can be a part of a culture and not be completely assimilated. The culture does promote racism, but it doesn't mean everyone in that culture is racist.
It just refers to people from rural areas, because they often have red necks due to sunburn, got from working outdoors. It is a bit like why Irish people in Ireland call people who live in rural areas culties. Neither red neck nor cultie is ever(as far as I know) intended to be a positive 'word'. It usually implies characteristics such as unsophisticated, unstylish...
