Absolutely not. If they play to his benefit, he will talk about them and pretend, but end of the day he doesn't value anything other than his own sense of self-worth.

Every? Seems that he and his AG want to have the feds bring the hammer back down on marijuana enforcement and effectively undo everything some states have done.So far every relevant action Trump has taken has reduced the power of the Federal Government. In some cases he returned the responsibility to the States (transgender issues).
Pretty much this. There have been some good examples put forth in this thread where states would gain more control, but that being as it may, I do not believe he is doing it for state's rights purposes.I can't say what Trump 'values', but his personality traits would seem to indicate he values himself above all.
However based upon his limited actions in office, he has been making moves that seem to support limiting the federal government's power and moving it to the states.
I said I didn't know. He never used to, when he was a Democrat. Not sure what he values now except his own self.
Reagan was more a man of conviction, where Trump is more a man of convenience.Reagan was a Democrat once.
Given his proposals and agenda, there should be no reason to ask the question. President Trump is most certainly a believer in States Rights.
There's no evidence of that.
