Any idea why? The author of that blog seems to think it's a sneaky effort to git his guns, but that seems unlikely to me.

Yeah that's a bit extreme, I could see it as a ploy, when sitting in the boad room discussing it, the possibility of reducing the amount of ammo available CONUS but I doubt it was a major factor.
 
I'd bet more on the DOD's legendary ability to mismanage money than some plan to raise the cost of ammunition. In any case, its a terrible idea and should be reversed as soon as possible. Why take a system that works perfectly and break it for no good reason?
