Yep. All you need are millions of people doing this. It doesn't happen.True, they could accidentally lose some ballots after a brief conversation (or other indicator) leads then to believe that a given voter selected ‘wrongly’.
So people pick up legally cast ballots and deliver them to the appropriate place to be counted.

Voter ID is not necessary = we have voter registration with our names on them, we have a drivers license with our picture. So the California GOP is breaking federal election laws thus should be busted. The party of criminal activity is committing crime 24/7.Seems the GOP also likes to harvest ballots.

The problem is in who gets (or is denied) that additional (and completely optional) service.

I would agree that throwing out certain ballots is a problem, but why is selectivly offering to help with delivery a problem (from a moral perspective)?The problem is in who gets (or is denied) that additional (and completely optional) service.
Confirmation of who the voter is (the voter ID), is still needed to process the vote. Votes that are doubles are not counted. Throwing the vote away is still possible but then again, you would need to know who the voter is voting for first and then do more harvesting of votes for that person than just a few, before any difference might happen. It is difficult to visualize any thrown-away votes harvesting for one specific individual that would be sufficient to make a difference to the total votes.Nope, it takes exactly one vote to cancel or double mine.
