The city council of Quartsize AZ refuses to recognize the legitimacy of the Mayor-elect Ed Foster and the councilman-elect Mark Orgeron . They refer to as town statue for city officials cannot exercise office if they owe the town a debt for the Mayor-elect (owed by court order due to failed lawsuit) and disputes the residency of the councilman-elect.

Given that both candidates could have been challenged during the candidate enrollment period and not after the election was finalized, it seems to me that this is a political maneuver and pehaps a desperate one.
In particular I point to the following quote about the underlying issue:
It is never a good sign that a member is removed from office when he confronts his fellow council members about faling to uphold state Sunshine Laws. And when he gets elected as mayor they then hold fees owed to the city for his failed lawsuit he filed for his removal which are muncipal laws that they enacted (election laws are state laws).

Foster was removed from office in September 2011, following his accusations that the Town Council was violating Arizona public records laws. The political fallout even led to the Town Council declaring a state of emergency. I guess I must credit the existing mayor trying to stop the removal of Jade Jones but the council is too corrupt to allow free open speech.
Ultimately the question is if this is not stopped at this point can we expect more of the same as tactics to thwart electoral results where elections do not go the way of those who stand to benefit with the status quo?
