Had to read to see if this was modern day America, rather than some 18th century thing. Yep, huge WTF from here, too, bud... this feels like it should be in a Dickens novel or something.
I'd have to believe there are worse places to fall on hard times, but America sure feels like it's near the top of the list.

for all 672 listed in the coroner’s records. In many cases, burials were consigned to Pauper’s
Field because the families could not pay the costs of burial services. Attorneys Crump and Dennis Sweet of Jackson called for a full review of all 672 cases Wednesday.
They knew who these people were (at least most of them), who their families were (for most of them) and they didn't notify any next of kin before burying them.

Death and decomposition destroys the body, resulting in purification and skeletonization. Besides, since you do not know the religious belief, fealty, wishes of, and least of all being legal next of kin of the deceased, it is not your place to dictate how a corpse should be disposed of. Cremation is more practical and economical.It destroys the body, and is an anti-Christian act
