The place has a capacity of 40,000 and a population of less than 15,000.

They have no reason to kill their inmates and a big monetary reason not to kill some of them, at least.

Not to mention they are negotiating prisoner swaps with Venezuela. Can't swap prisoners if they are dead.

Yes. It is a death camp. They said the only way someone will ever leave these prisons is in a coffin. El Salvador is a small country, and it is not very wealthy. Even under these horrible conditions, simply feeding these prisoners has to be a massive expense. It only makes sense that with the global economy melting down under Donald Trump, hitting smaller, poorer countries the hardest, they might want to speed up the process. I would frankly be surprised if El Salvador's paramilitary police forces weren't using tranches of prisoners as target practice.

No such incentives exist for El Salvadoran citizens accused (but never proven) to be criminal gang members.
