Article 1 - The Constitutional Rewriters acknowledge and comply with all applicable international, federal, state and local laws. We also acknowledge and comply with all applicable rules of Debate Politics forum.
Article 2 - The name of this organization shall be Constitutional Rewriters.
A. The name of the organization will never contain the words, "Debate Politics" in its title whether referred to formally or informally.
Article 3 - The existence of this organization dissolves on October 20, 2018. All actions made by this organization must be completed by 11:59pm on October 20, 2018.
Article 4 - The goal of this organization is to write a constitution that could be used by the government of the United States of America. The document will respect the tradition of a federal form of government.
Article 5 - This organization becomes official once we receive 36 Yes votes and will immediately go into recess. The Constitutional Rewriters will reconvene on October 21, 2015 at 12:00am. Our first item of business when we reconvene will be to elect a President, a Secretary and a Whip.
A. The duties of the President is to reside over discussion of the Constitutional Rewriters. The President shall be a member of every committee except the membership committee. The President can form up to 7 committees which does not include the membership committee. All committees must have an even number of members. The President is responsible for assigning members to the committees. The President shall act as a tie breaker in the event of a tied vote in committee. The President can only bring a motion to the floor if 12 members agree that the matter should be voted upon. The exception is the posting of officer elections described in Article 5 Section E. The President cannot send mass notifications.
B. The duty of the Secretary is to count all votes. The secretary must maintain an accurate list of the membership. The secretary is an ex-officio (non voting) member of the Membership Committee which shall be comprised of five members who will be appointed by the president at the beginning of his term. The Secretary maintains all rules and documents approved by the Constitutional Rewriters. The Secretary cannot send mass notifications.
C. The Whip is responsible for finding the twelve members who agree to bring a vote to the floor. The Whip is obligated to inform the President when 12 people agree that a motion should be brought to the floor. If the President does not agree to bring a motion to the floor then 20 members can bring a motion to the floor without the aid of the President or the Whip. The Whip is the only person allowed to send mass notifications and shall not be required to do so. The membership committee must inform the whip of persons who request not to be notified. The Whip can only notify active members. The Whip must comply with Article 1 when opting to send mass notifications.
D. The Membership Committee is responsible for administering the removal and adding of members to the organization. The Membership Committee can bring a vote to the floor without the aid of the president, without the aid of the whip or without the aid of other members of the Constitutional Rewriters. Their motions are limited to an up or down vote to add or remove members from the organization. The membership committee is responsible for making the policies regarding the inactive and active status of members.
E. The election of President, Secretary and Whip will take place every year on the First Sunday of November and will last for a 14 day period. In the event that a candidate does not get 50% of the votes +1 vote there will be a run off of the top two vote getters. The run off will start as soon as the secretary has announced the final vote count and will last for a period of 3 days. All votes of any kind regarding the Constitutional Rewriters will be via Public Poll.
