The answer is NO....never happened before. Gee, who does the GOP think will be blamed for a shutdown....AGAIN!

In fact, Trump is further boxed by the CR that Pelosi has already gotten onto the floor of the House. If Trump does not sign this thing, she immediately pushes through a CR which gives Trump NOTHING....not even the $1.375B in physical barrier funding in this Bill.
