Nah, I hope they're able to get what they need to either make their own or import the finished product. I can't imagine doing without it.
 
It's not just Cuba. Most of the caribbean islands count on the strength of the dollar for it's own currency also even a small drop in tourism or export prices is a huge hit. All of the islands import most of their food and essentials, when the dollar fell so did their buying power.

The entire region is suffering in this recession.

Has it occurred to people like you that it's possible to not use health care and still be sanitary? Not only that, that it's possible to be MORE sanitary without using toilet paper?

Let them emulate the holy Prophet Muhammad, the uswa hasana, the perfect model and excellent example for emulation by using their left hands like virtually all pious Muslims the world over do.
 

While it's of course possible to have a basic level of sanitation without things like toilet paper, I think it's fairly safe to say that the level of sanitation/health care in a country where they can't afford to buy/make enough toilet paper is going to suffer.
