There's some big projects planned and the government will need evey penny they can scrounge.

The last time this was done the savings were arrived at through attrition and buy outs. That's the most humane approach.

Selected buyouts so not to lose the high flyers and experienced workers
You can apply but may be denied a buyout. Some would use it to fund their retirement
1 week severance per year for those in retirement range can add billions to the cost
Needless to say Unions will go ballistic and if needed do what Chretien did. If they strike ordered back to work

The topic that most miss is the Federal Govt. are using computer servers from the 70s and 80s. Streamlining Govt services would improve by upgrading to today's tech world
