It's not just budget and staffing cuts and political interference, it's also lack of trust in government and responding to surveys or questions as less people trust the government and Trump has exacerbated this by using formerly unrelated government departments and data for homeland security purposes.

This is bad news, in virtually every department Trump is annihilating the USA in trust and strength, his actions are not the actions of someone who has ANY intention whatsoever of giving up power.

He wants to look good and be adulated, he has no qualms of ruling over the ashes if it means he stays on top.
