You're not going to get any sympathy from me. He's a low life and he'll survive that beating to rip someone else off another day.
That's the thing... I would NEVER convict an owner from kicking the guy's arse (if I were on a jury), but I'd convict these officers in a heartbeat. The difference, IMO, is interest in the horse. The owner has an interest, the police do not. It shouldn't be so personal for the police, they should be detached.And I wouldn't fault the horse's owner for kicking the guy's ass. I DO fault law enforcement officers for doing it.

I don't think they are going crazy. This has been going on for a while. The problem for them is they are getting caught on film more and more.

San Bernardino County to pay $650,000 after deputies beat horse pursuit suspect
San Bernardino County approved a $650,000 payout Tuesday to a man who was beaten by sheriff’s deputies after he was thrown off a horse — an incident captured on video by a hovering news helicopter.
Francis Pusok, 30, settled with the county Friday, a little more than a week after the April 9 incident in which deputies kicked and punched Pusok even as he appeared to have surrendered. It was approved Tuesday by the Board of Supervisors.
The settlement ends any potential claims Pusok could make against the county or Sheriff’s Department stemming from the beating.
It does not, however, put an end to disciplinary and criminal investigations that were launched by Sheriff John McMahon following the incident.....
