The very phrase that you highlighted, "no discernible evidence that green firms were more likely to create jobs than non-green firms," does not mean that green jobs would employ fewer people than non-green ones would.

If you had actually read the article it states that California was no longer able to hide the fact that their so-called green initiatives werent what they were advertised as- something that supposedly would create more jobs than the industry they were trying to "replace."
