Another reason to avoid living in Republican States:

The report used more than 30 metrics to generate scores in four categories: family-friendliness, baby-friendliness, health care and cost. Some of the specific metrics used to generate the rankings were the infant mortality rate, midwives and OB-GYNs per capita, and the cost of cesarean sections.
The state with the lowest infant mortality rate was Vermont, which performed two times better than Mississippi, the worst-performing state. Mississippi, however, did score well in some categories. The southern state has the lowest average annual infant care costs, performing four times better than Washington, D.C., which is tied for the highest costs.
Alabama had the worst overall performance of any state. It received particularly low marks for cost and health care. Following Alabama, the states which ranked as the worst states to have a baby were Mississippi, South Carolina, Louisiana and Georgia.

I find it difficult to believe that Alaska does not rank in the top 10 worst States to have a baby. They claim Alaska "has the most pediatricians and family medicine physicians per capita," but they are not taking into consideration the geographical location of those pediatricians and family medicine physicians or the cost of obtaining their services. They are predominately located in the population centers, like Anchorage, Fairbanks, and Juneau. Which means that places like Bethel, Nome, or any of the even smaller towns and villages will not have any pediatricians or family medicine physicians. Some have to travel more than 1,000 miles - where there are no roads - just to obtain the services provided by those pediatricians and family medicine physicians. Which is going to add considerably to the cost of giving birth.

Perhaps they excluded Alaska from the top 10 worst States because the infant mortality by State is about middle-of-the-road for Alaska, similar to Montana, North Dakota, and other northern States with small populations.
 
Why would anyone include a city and call it a State? Are they uneducated, or just plain stupid?

I'm merely explaining how the 51 "states" was determined. The article title is "10 Best States to Have a Baby". The list incl DC. It is quite common for DC to be incl among "states" in articles that involve states plus DC. Doing so does not make them "uneducated, or just plain stupid."

Perhaps you can provide a link to evidence that counters the evidence contained in the article in question than just your own surmise.

Why are you acting like this is the first time DC was included in a states ranking list? 😄

It's his failed attempt at 'discrediting' the list. He's hoping we don't realize there's a million other ranking lists out there that consistently have red states as the top ten worst at something.
