Looks like may be a slight downhill going on at the start, but that ain't doing it.

Appears tires and such balanced enough for the speed, but what the **** is your propulsion method and drive train?
I'd be expecting to see a little beefy cc motor and tank on the back of that thing. Then there's gearing...

Is there a stand-up electric that will hit 65? If there is, I don't want one. ******* stupid.

Maybe he's a lane splitter too?
 
Don't know how it is where he is but here you need mirrors, turn signals, brake and headlights to be street legal.
Brains are probably optional here too, though.

I've been recently(couple years) thinking of a 'law' suggestion. Nanny State, but I'll allow just this.
If you are caught on dashcam with irrefutable evidence of 'you'(plate, etc...) being a dumb****, driver could send it to the jurisdiction, and in return you receive a 'bill' in the mail.

'I was gonna weave 4 lanes of traffic on tne Interstate during rush hour, but there's cops everywhere!'

The Darwin Reducer bill which benefits everyone.
