Arizona bill could criminalize Internet trolling

I don't want this to pass. I don't want Boo and Pete going to prison. It's just an Arizona law, but still.

What I want to know is how can a state pass an internet law? What if I'm trolling someone in Arizona from Texas? Ohio? Can they come and get me? Does the trolling have to originate in Arizona? Does it have to not only originate but also the victim be in Arizona as well?
