Republicans have found that many voters don't pay attention, don't make up their mind, until just before the election, perhaps two weeks, and that they can use their propaganda machine to flood voters at that time and it has a big effect on the election.

So, they feel pretty free to 'do whatever they want' the rest of the time, especially just after an election, expecting that it'll be forgotten by the next election and they'll be able to push propaganda for those couple weeks and get votes.

We saw this in the last election with things like 'egg prices' dominating much of the media and voter opinions. Not what had happened earlier, like Republicans sabotaging the immigration reform bill, or a lot of things Biden got done like the historic infrastructure bill.

So currently a lot of Democrats think 'this terrible governing will destroy Republicans next election'. Republicans think not so much, it's a good time to do the unpopular things they want, they'll flood propaganda just before the election.

"secret"? Hardly.

"tactic"? Of course.

This is nothing new. This is how campaigns (from both parties) have always been run.
