"A Montgomery County grand jury indicted Wagner on June 30. The indictment says Wagner subjected another person less than 12 to sexual contact. The charge is a Class B felony, which can carry a sentence of two years to 20 years in prison."

Recidivism rates for sexual offenses are quite bad. However, it's not always a sexual offense they re-offend with. The sex offender's register makes it hard for them to earn an honest living.

I would release child sex offenders, however I would apply a permanent parole condition that they not associate with anyone who has children. Step fathers (de facto or married) are the plurality of child sex offenders. The parole condition would also prevent them working for charities or churches where they may have contact with children.

Preventing them living near schools or parks is misguided. Most child sex offenders are known to the victim. Basically, it's easier and lower risk to seduce a child and appeal to the child's good nature (not wanting the offender to get in trouble) than it is to drag a child into a white van. Not to deny that there is some intersectionality between sadists and child molestors, but if the law is only looking for those 'stranger danger' offenders, the law will remain blind to the vast majority of child sexual abuse.

the registry is bigotted and anti-lgbt. It has led to many trans people to kill themselves.
 
I wonder what @VySky thinks about this. He seems "concerned" about this sort of thing.
