Addressing issues of structural racism in the pandemic

It's not controversial that these situations rankle white communities but devastate communities of color. We obviously cannot rely on Trump to do anything about it but progressive local and state government should be aware of it. These are the issues we've go to be aware of:

1. Adequate medical personnel, supplies, and contingency plans in communities of color.
2. Ensuring that medical personnel when they can only save the lives of some of the patients in their care to not put a preference on white patients.
3. Setting aside adequate aide for countries of color who will bear the disproportionate public health brunt of the pandemic.

Thoughts?
 
Countries of color? What the heck is that?
 
I heard WalMart is only selling TP to white people.
