Many American may not be taking Trump or Vance's proposals seriously with regards to taking over mineral rich nations but Russia and China are watching closely. Putin has already signalled that Russia would not need to be concerned or involved if America decides to colonise Greenland (either by force or by bribery) and that it actually aligns with his own ambitions in terms of growing Russia's own sphere of influence.
From his speech in Murmank just two days ago, Putin said "may surprise someone only at first glance, and it is a deep mistake to believe that this is some kind of extravagant talk by the new American administration,” Putin began. “Nothing of the sort.”
“Let me remind you that by 1868, the purchase of Alaska was ridiculed in American newspapers,” Putin continued. Now, he said, the purchase under president Andrew Johnson had been vindicated.

I'm not sure we're seeing the same process of agreeing to carve up Africa and rape the resources as the European powers did in Berlin 1884 but whether Trump is doing what he is doing for the same reason as Putin and Xi have with their own territorial ambitions or whether he is playing to his domestic audence - Russia is beginning to signal they are in alignment and it is only a question of time before China speaks openly about this.
The rest of the world needs to take serious note of where this is all leading.
