No, it was up to the Government of Israel not to facilitate that long-ago election of Hamas to power in Gaza. But Netanyahu figured he was being cutesy and clever and would manage to undermine the authority of the Palestinian Authority if he (Netanyahu) promoted Hamas in Gaza.The crippling embargo provided enough concrete to build multiple high rises....
